When Driving Rights Change Hands

Road access can be managed with credits rather than a flat prohibition. Under a tradable-credit scheme, travelers receive periodic travel rights, spend them when they drive, and may sell unused rights to someone who needs more. The total number of credits places a limit on car use, while exchange lets people decide whose trips are most valuable.

Three travelers in the video have different monthly driving needs but receive equal grants. As the month progresses, one buys credits from others, and two travelers use transit on selected days. Animated credits and payments make the exchange concrete. The final comparison shows both a reduction in total car trips and money moving from a heavier driver to lighter drivers. This is the policy's dual insight: an overall travel budget can restrain congestion, while trade compensates those who choose or are able to drive less. Its fairness still depends on the initial allocation and on who has practical alternatives.
