Rewards Beyond the Rush

Rail crowding is concentrated around a few desirable departure times. Asking passengers to travel earlier or later can help, but a simple fare cut may reward people who would have avoided the peak anyway. A fare-reward program instead links future off-peak travel to a passenger's repeated peak use.

Passengers queue and board during the busy period; one rider then earns a free trip after several peak rides. The reward can be spent only in a shoulder period, making the incentive's timing explicit. Later scenes show some passengers shifting away from the peak and compare different reward frequencies. The key idea is to change the distribution of departures without requiring a new rail line or a larger train fleet. The result depends on how travelers value schedule changes, how rewards are earned, and how costly the program is; the mechanism is more specific than simply making all rides cheaper.
